Santa Cruz County, CA: Draft Proposal Approved for Vacation Rental Ordinance

The Santa Cruz County Board also directed that the draft ordinance be issued to the Coastal Commission for their potential action toward mandating the licensing.

The ordinance draft dictates that vacation rentals available for periods of less than 30 days will be suitably licensed. The greater part of the county would require a one time registration, but the push is for the Live Oak rental property owners to be required to renew their license every five years. This process would offer surrounding homeowners the opportunity to object, and for those complaints to be considered. The Live Oak neighborhood’s overall vacation rentals would also be limited to 15 percent for the total area and 20 percent per each block.

The push for an ordinance emerged as a result of several years of complaints due to neighborhood problems arising from the increased number of vacation rentals in the area. Flats Deal near Campus

The council has gave way for developers to build flats on a former college site after accepting £200,000 to remove a covenant barring buildings for non-educational use.

Kettering Council is expected to make their decision next month on an application by developers William Davis Ltd for 48 homes and 59 retirement propertys on the site in St Mary’s Road.

But, there are legal covenants which restrict the type of development which can take place there and some of the proposals in the application may not comply with the covenant.

Kettering Council holds the main covenant as it was the original landowner in the 1930s and other households in the surrounding area also hold a version of it.

The council has agreed to lift the covenant to enable the development to take place. And by doing that, they will receive £200,000, which it has said it will reinvest into education in the borough.

The money could be used to help Tresham to expand facilities at its main campus in Windmill Avenue.

Deputy chief executive at Kettering Council Martin Hammond said that the council has agreed to lift the covenant because it wants help Tresham reinvest money into its educational functions and Tresham needs to realise the best price for the land that they hold. This could not be achieved by complying with the terms of the covenant. They are keen to see the derelict site developed and it has been agreed that the capital receipt from lifting the covenant would be reinvested back into education in the borough.

The Evening Telegraph understands that about 100 households around the St Mary’s site may hold a covenant.

The derelict campus was built in 1954 and has been deteriorating since students moved to a new £20m campus in Windmill Avenue in 2007.
