Government’s Digital Britain Implementation Plan Vague on Details

The Digital Britain implementation plan is finally out. It is based on the first draft of the report announced by the Government some time back. The 27-page report covers some fairly basic pointers on how the Government plans to legislate, govern and implement the report’s recommendations. It also has a great deal of material on the steps that need to be taken to prevent illegal filesharing of copyright material through P2P (peer to peer) networks in Britain.

The relatively lengthy document contains an inordinately large amount of legal speak and consequently fails to get the point across in some areas. What the document does try to outline is who will be doing what when it comes to the implementation of the final report.

On the matter of filesharing, the Government has put the ball firmly in Ofcom’s court. The Government proposes to make a law empowering Ofcom to implement technical restrictions on internet service providers in order to prevent the illegal sharing of copyright material through the subscriber network (click best broadband providers for information on your ISP).

No one is sure on the type of restrictions that may be imposed and both the Government and Ofcom have maintained silence on the issue. Being at the top for three consecutive quarters in mobile broadband service is what T-Mobile has achieved if the findings of a recent survey are to be believed. However, it would be best to take the results with a pinch of salt as the survey was commissioned by none other than T-Mobile itself.

The survey, conducted by an independent testing agency, P3 Solutions, found T-Mobile providing the fastest web browsing experience and the most reliable email performance. Moreover, the upload speeds of its service were found to be 44 percent faster than the closest rival.

P3 Solutions tried to replicate the real-life experience of customers while using the mobile broadband service from different mobile network providers. When speaking about the results, Emin Gurdenli, chief technology officer at T-Mobile UK, said that he considers better network performance and reliability as the hallmarks of T-Mobile, which has led to a huge growth in the number of T-Mobile customers. BT’s ‘Cheapest Deal in UK’ May Not Be Good for Profits

Ovum, a consulting firm for the telecom industry has warned BT about its latest bundled fixed line and mobile broadband offer, saying that the offer is not a good idea in terms of profits.

The deal in question provides customers 8Mbps broadband at home, a 1GB transfer on mobile broadband, and access to WiFi hotspots – all for £15.65 a month. BT claims that this package is so far the cheapest in the UK market and that it will save customers £125 on each contract in comparison with competing offers from Virgin mobile broadband or Orange.

Steven Hartley, an analyst at Ovum, said that he was concerned about such an offer from BT, because the company does not own a mobile broadband network and uses Vodafone’s network resources in exchange of a large fee.

He acknowledged that BT has a large customer base when it comes to fixed-line connections but in spite of that, the fact remains that BT has to pay the highest fee per Mb amongst mobile broadband providers in the UK. Because of these reasons, BT does not have a good chance of making a profit from this deal, he said. Hartley also confirmed that he had contacted BT with this analysis. The provider, however, maintains that the deal is profitable.
